TCMR: ... Are there any other REE plays on your radar screen?
BK: There are a number of North American plays in Canada and the U.S. Ucore Rare Metals Inc. (UCU:TSX.V; UURAF:OTCQX) has its principal ore site in Bokan Mountain, Alaska, near the southern end of the Alaska Panhandle. I love the geology and mineralogy at Bokan Mountain. It's extremely mineable.
TCMR: Are you expecting a significant resource upgrade at Bokan Mountain? The company just released its drill results from its 2011 campaign, which included 10,000 meters (m) of drill results that it's going to incorporate into its updated resource estimate. Do you have any idea how big that might get?
BK: I think that this is a very extensive deposit. Lots of nice, clean vein structures. It's very mineable. I'm not worried that the Bokan Mountain play is a flash in the pan. It's quality ore—a 50:50 ratio of heavy rare earths to light rare earths.
TCMR: Do you think the project is more likely to get developed because it's in Alaska?
BK: Yes. The Bokan Mountain district is more likely to get developed for a multitude of reasons. It has a mining legacy and a mining history in terms permitting. It is literally on top of a former mine site. There's an old uranium mine almost right next door to it. There is immensely good local and state support. There is no human habitation nearby. The footprint is also extremely small.

"Ucore Rare Metals Inc. is a company we have written on before and still believe has advantages that can set it apart from the (still too large) REE junior universe. . .the company recently announced that the x-ray sorting technology (XRT) it was experimenting with on a pilot scale has produced similar results on a bulk scale. More specifically, the tests demonstrated a 93% REO recovery rate with 46% of the feed being rejected as waste. This is uniformly positive, as it shows that the XRT process can be successfully scaled up to handle a larger amount of material on a commercial scale. It is most promising that this technology indicates that both operating and capital expenses can be lowered. . .with COO Ken Collison building a mining team at Ucore (and the recent hiring of Randy MacGillivray as senior mine permitting manager), it's clear that the company is making the transition to advanced exploration and positioning for a production decision."

According to recent reports, an increased wariness about China’s monopoly on rare earth has reinvigorated financial support for new rare earth mines, including efforts by US entrepreneurs seeking to obtain financing to reopen Molycorp’s (NYSE:MCP) Mountain Pass mine, and attempts in Japan to fund new mining ventures in Australia, Kazakhstan, Mongolia, and Vietnam.
The first signs of legislative debate were seen recently when Lisa Murkowski, the Senator of Alaska, announced that the answer to once again creating an independent market is to increase US development of rare earth mines and refineries. She has introduced legislation that she claims allows the designation of rare earth sites as “critical to US strategic interest.”
Murkowski commented,“ the president wants to sue the Chinese for something that we could – and should – be producing for ourselves,” before adding, “all he has to do is look north to Alaska, which has already identified roughly 70 rare earth elements sites.”
She has also, with the support of many within the REE sector, criticized the current government for not paying enough attention to her Critical Minerals Policy Act of 2011, which has been languishing with the senate Energy and Natural Resources committee since last year.

Jack Lifton, Senior Fellow, Institute for the Analysis of Global Security and Co-Founder, Technology Metals Research believes the lawsuit will not make any difference to the U.S. supply of rare earth given their lack of supply chain facilities for processing the minerals.
